Die Beziehungen zwischen der EU und China haben sich in den letzten Jahren stetig verschlechtert. Nach Jahrzehnten der pragmatischen Wirtschaftspartnerschaft wächst auf europäischer Seite die Frustration über eine zunehmend aggressive Außenpolitik Beijings, gepaart mit einem immer autokratischeren Regierungssystem im Inneren des Landes. Der EU-Außenbeauftrage Josip Borrell sprach anlässlich des EU-China-Gipfels im Juni 2020 von der „Naivität“ der Europäer, die jetzt einer realistischeren Betrachtungsweise gewichen sei. In der regelmäßig durchgeführten Diskussionsreihe „Europäische Perspektiven“ werden diese Entwicklungen zum Ausgangspunkt genommen, um über die Frage zu diskutieren, ob China sich aktuell zu einem genuinen systemischen Rivalen Europas entwickelt. Neben der Diskussion gravierender politischer Differenzen und unterschiedlicher Werteorientierung geht es in der Veranstaltung unter anderem auch um die Frage, unter welchen Bedingungen gleichberechtigter Marktzugang im Rahmen eines Investitionsabkommens gewährt werden kann oder muss.

Freiburger Afrikagespräche - Neue Perspektiven aus und auf Afrika (8. November und 25. Januar)
In Zusammenarbeit mit dem Arnold-Bergstraesser-Institut
Die Freiburger Afrikagespräche, das Vortragsforum des Africa Centre for Transregional Research (ACT), zielen darauf ab, ein differenziertes Bild afrikanischer Wirklichkeit in die breite Öffentlichkeit, die Stadtgesellschaft Freiburg und darüber hinaus zu vermitteln. Es werden afrikanische und europäische Expertinnen und Experten aus Politik und Wirtschaft sowie Wissenschaft und Gesellschaft zu ausgewählten Themen und Fragestellungen eingeladen, um in unterschiedlichen Dialogformaten ihre Erkenntnisse der Öffentlichkeit vorzustellen und kontroverse Diskussionsangebote zu machen. Den Auftakt zu den Freiburger Afrikagesprächen machte am 6. Juni 2019 die ehemalige Bundesentwicklungsministerin Heidemarie Wieczorek-Zeul. Weitere Veranstaltungen waren u.a.: ein Vortrag von Prof.‘in Abena D. Oduro, Ökonomin an der University of Ghana und ghanaische Direktorin des Maria Sibylla Merian Institute for Advanced Studies in Africa (MIASA); eine Afrika-Filmreihe mit dem aka-Filmclub; Podiumsdiskussionen zum Verhältnis Deutschland und Namibia sowie den Wahlen in Südafrika; ein Vortrag von Prof.‘in Susanne Kuß (Pädagogische Hochschule Freiburg, Institut für Politik- und Geschichtswissenschaft) zu „Die ‚großen‘ deutschen Kolonialkriege“; ein Vortrag von Prof.‘in Bénédicte Savoy (Kunsthistorikerin; TU Berlin und Collège de France, Paris) zu „Zurück in die Zukunft. African perspectives on migration research
Zum Inhalt: Not least since the European “refugee crisis” in 2015, there has been a lot of focus in newspapers and discussions on African migration to Europe, the live of African migrants in Europe and to some extent their journeys coming here. The understanding of African migration is overtly simplified, stripped from all nuances and near-exclusively put into a negative light. In this roundtable discussion, three African scholars will discuss their work in migration research, their positionality, contemporary debates in academia and society as well as what a more nuanced understanding of African migration could mean for a better relationship between the two continents.

Moderation: Franzisca Zanker, Senior Researcher, Arnold-Bergstraesser-Institut
Azakhiwe Nocanda-Höhling is a doctoral candidate at the Institute for Asian and African Studies and Lecturer at Humboldt University of Berlin. Her research and teaching focuses on critically examining the coloniality of race, class, and gender among the African/Black diaspora in Europe. Khangelani Moyo is an Honorary Research Fellow at the Global Change Institute (GCI), University of the Witwatersrand, South Africa. He has academic training in migration studies, urban studies, sociology and social anthropology. His research interests include migration management, refugee governance, migrant transnationalism, spatial identity in the city and social vulnerabilities in the urban periphery. He is currently a visiting fellow at ACT where he is doing research focusing on refugee integration in the city of Freiburg, Germany. Basile Ndjio is professor of anthropology at the University of Douala in Cameroon and currently Senior Research Fellow at FRIAS. He has recently edited (together with Kerstin Pinther and Kristin Kastner) a volume titled, Fashioning the Afropolis: History and materialities and Aesthetic Practices (Bloomsbury 2022). Franzisca Zanker is a Senior Researcher at the Arnold-Bergstraesser-Institute where she heads the research cluster “Patterns of Forced Migration.” Her research interests include political interests of refugee protection, migration governance in particular with regards to return migration with a focus on Sub-Saharan Africa.

Contemporary racism and the rest of us
Zum Inhalt: ”Donald Trump, former President of the United States of America, gave a speech during which he said, among other incendiary things, “Why are we allowing these people from shit-hole countries to come here?” Although not directly meant for the general public, this utterance, as always, questions Black presence in the US, more specifically recent Haitian migrants looking to make the good life in America, “the land of the free.” Describing people of African descent in this manner is common, uncensored.
This is not unique to this President. Indeed, anti-Black sentiments have always been part of the linguistics map of the Americas for over 600 years. Perhaps, what is unique about former President Trump’s declaration is the brazenness of the utterance of what has always been the dinner-table banter. Not surprisingly, the descriptor, “shit-hole,” comes with associations that are political and cultural; political because it panders to presumed sense of white superiority, and cultural because it is taken from the playbook of this history of linguistic violence against people of African descent.
In this presentation, I will briefly investigate the cultural history of this linguistic violence by privileging personal and anecdotal evidence of its persistence in Canada. Prefacing iteration of this language register in the works of three major European authors allows me to show patterns in the use of linguistic violence against black bodies in historical and political perspective. My hope is not only to track the continuity of this violence but also to provide practical evidence if its persistency in contemporary time.” (Text: Onookome Okome)
Zum Referenten: Onookome Okome is currently full Professor of Anglophone Literature and Cinema at the Department of English and Film Studies, University of Alberta, Edmonton, Canada. He was formally at the University of Calabar, Calabar, Nigeria. He trained at the University of Ibadan, Ibadan, Nigeria, where he earned the Masters and PhD degrees in Theatre and Cinema studies. Dr. Okome researches and publishes in the fields of African literature, African and Third world cinemas, critical race and Fanonian studies as well as African popular literatures. A pioneer in Nollywood Studies, he has written extensively on this popular cinema. His recent publications include Global Nollywood: The Transnational Dimensions of An African Video Film Industry (with Matthias Krings, 2013), Popular Culture In Africa: the Episteme of the Everyday (with Stephanie Newell, 2014) and "Nollywood: Spectatorship, Audience and the Sites of Consumption (The Screen Reader: The History, Theory, and Culture of the Screen, 2017).

La démocratie, qui apparaissait à la fin du XXe siècle comme l’incontestable meilleur régime politique, est l’objet d’une profonde crise de confiance. Les réponses apportées par les institutions démocratiques aux défis que représentent la mondialisation, l’accroissement des inégalités, l’immigration, la pandémie et l’écologie sont souvent jugées insuffisantes par les citoyens. Il en résulte une crise de la représentation qui se manifeste par un discrédit à l’endroit des gouvernants, jugés incapables de modifier le quotidien des citoyens. Cela se traduit par une montée de l’abstention, une progression des courants populistes et même une inquiétante fascination pour l’autoritarisme. Quelles sont les causes et les formes de ce désenchantement démocratique ? Est-on entré dans une ère d’inéluctable déclin démocratique avec pour horizon le spectre de l’autoritarisme ? Comment redonner un nouveau souffle à la vie démocratique ? L’ambition de la conférence est de répondre à ces questions en croisant les perspectives française et allemande.
